What a foreign-owned importer needs
Importer identification
A customs-recognized identification number for the importing party, obtained before the entry is filed.
Customs power of attorney
A valid POA authorizing entry filing, executed by an officer of the foreign company.
Customs bond
A bond securing duty and fees, sized to annual duty exposure. Bonds & ISF
A US point of contact
Customs expects a reachable, accountable party in the US for questions and audits.
Recordkeeping
Entry records retained and producible on request, which is difficult to do from overseas without support.
Full liability
Classification, valuation, and duty accuracy remain the importer’s responsibility regardless of who files.
The alternative
Using an IOR service instead
Many Korean and Chinese sellers use an importer-of-record service rather than taking the role themselves. It removes the bonding and recordkeeping burden and puts an accountable US party on the entry.
